I am trying to add a language to my installation of Lubuntu 18.10. I suspect it has to be done using fcitx, but I don't know how to do it. I find no language support as I used to see in other distros.

Take a look here. (https://manual.lubuntu.me/3/3.2/3.2.9/locale.html)

I am NOT trying to change the locale. I am trying to add a keyboard layout, so I could switch from typing in English to typing in Czech, for example. I tried the bundled fcitx, but it does not work-- the hotkey does nothing, and (L)ubuntu refuses to load the latest version of fcitx because it is missing some file. Ibus also fails in various ways.
I might have to go back to Gnome or Mint to get something that works...

I thought you may get addition language options under regional settings. Have you tried :
1. As user with LXQT, In Start Menu -> Preferences -> "Language Support" change language that is in use to different one. Source GitHub

If you look at the PREFERENCES for Lubuntu 18.10 with LXQt, you'll see that there is NO LANGUAGE support anywhere to be seen.
My problem is that when I add a keyboard layout for another language, it does not stay-- it simply disappears....
