Upgrade from 16.04 to 18.04 fails without any error messages

After running apt-get upgrade and apt-get dist-upgrade I ran the following command, and it just says "Aborting" without specifying why. How can I troubleshoot this?

18.04 is not a development release.

hojjat: Please make sure that the system is fully up to date and you're not running any third party software that could interfere with the upgrade. A clean installation is much faster if you have a means to backup your files and move them temporally to removable drive or cloud storage.

Well, I would prefer not to do a clean install, because I have to reconfigure a bunch of things again which is time consuming.

Is there a way for me to update to 17.04 first, and then to 18.04? If yes, how do I tell Ubuntu which version to upgrade to?
