I am looking for a person that can make a lubuntu iso customized , the iso need to take tor web browser , THe iso need to run in a ram disk. Where can i post this ?

https://ubuntuforums.org/forumdisplay.php?f=38 is a "Market" sub-forum. Wouldn't that be an acceptable use there?

A hard drive, used laptop that may have some life in it? A used monitor? Sure.

Offering payment for service, posting a job, offering services for a fee, looking for work? No.

The subtitle for the Market forum says,

Do you offer services related to Linux or Ubuntu, or looking to buy Linux or Ubuntu related products? Post your goods here, or ask for the products.

Hence my confusion.
