If you downloaded your Ubuntu iso from the official site, did you do an md5 or sha check on the download before using rufus to write the usb?
Have you tested the usb in another computer to see it boots?

I agree with yancek. MD5 & SHA-1 is a Check Utility standalone freeware tool that generates and verifies cryptographic hashes in MD5 and SHA-1. Cryptographic hash functions are commonly used to guard against malicious changes to protected data in a wide variety of software, Internet, and security applications, including digital signatures and other forms of authentication.

What brand/model system?
What video card/chip?

Some systems need boot parameters or UEFI/BIOS settings changed.

See all the various comments about Asus machines in this UEFI Tips thread at https://ubuntuforums.org/showthread.php?t=2147295 which may help you get beyond the point you have reached so far.

I recreate the usb thing, 2 more times with 2 different usb flash drive.
And actually i downloaded it from ubuntu official web site and i didn't stop the download and resume it. i downloaded it nonstop ! :) (not that it matters)
And i tried other computers too.
No i didn't do md5 or sha check.
I use Asus p2540UV and it runs on NVIDIA GeForce 920MX and Intel Core i5-7200U 2.5GHz ( up to 3.1GHz)
I even use another softwares for making a bootable usb flash drive and it didn't work
