This issue affects me as well on both my laptops, both Xubuntu and Ubuntu Mate. I even did a reinstall on the Xubuntu machine an hour ago since I thought the grahpics-driver PPA i just added bricked the system.
The mouse trick works sometimes, but this is a major issue.

When I move the mouse I sometimes get the .ICEauthority error message on boot on a fresh installed machine.

If the mouse trick is working to unhang the boot process, you might have the same problem I had. It's a problem in the 4.15.0-24 kernel. A fix should be out soon, but in the meantime you could give this a try:

sudo apt install haveged
sudo systemctl enable haveged
