Redirection loop causing installation to fail

I've seen this happen in Ubuntu before, where certain packages will fail to update with a redirection loop error. Always the issue somehow resolves itself eventually. Now I am trying to install a clean 18.04 server and this is happening during the installation process. I've tried this 6 or 7 times over the last 2 days and the same thing keeps happening and seems to be caused by linux-headers-4.15.0-22-generic_4.15.0-22.22_amd64.deb. Any ideas?!
