Upgraded to Ubuntu 18.04 and unable to find login for Cups Administration

I have MATE 18.04 installed. CUPS admin is definitely available via previous method - browser to localhost:631. Then click on Administration tab.
Do you mean cupsctl commands?

I have two computers loaded with Ubuntu 18.04 (Beaver) and neither one will give me a login to Cups
This has never happened before so the new version has changed. I'm at localhost:631/admin and no login there.
Strange! It is the Administration page with no login. Clicking on printers doesn't open them and says I have no permission
