I am looking for a theme for Xubuntu 18.04 that has the small scroll arrows at top and bottom of the scrollbar (as shown in the screenshot in my 16.04) or is this a GTK3 problem?

All themes that I can find are missing this which is very annoying to me when using a trackpad as it is difficult to scroll slowly enough; my wife is even more angry, she's incandescent about this!

Has anyone got a decent recommendation of something that will bring back these little scroll arrows, or will I have to think about moving to Ubuntu-Mate which does have them still? I have tried adding the mate themes packages but all of them look terrible with the XFCE desktop as far as I'm concerned.

Not a direct answer but have you tried 2-finger scrolling on your trackpad? Takes a while to get used to but it does become pretty automatic after a while.

Failing that, there are many themes are here:

Maybe one of those would suit. There are probably quite a few more.
