My son was given a nice acer laptop featuring a touch screen and Win8.1. I do not want to reach for Win10 in an attempt to improve this. However, I have been interested in Ubuntu Touch for some time. Is Touch ready for this type of application?

Maybe.
Understand that the Ubuntu developers have stopped developing Ubuntu Touch and it is now in the hands of another organization, ubports.

Yes, it appear to me that it has migrated to the smartphone sector only. This makes some sense in that this market continues to expand, tablets have lost most of their market share and I cannot say anything intelligent regarding touch screen laptops.
