How & where do I install the files shown in my picture?

Well, dolphin, mupen64plus, and zsnes are all available from the Ubuntu repositories, so I would first recommend installing them through apt/apt-get/syanptic

for the others, you would have to build from the source code in the tarballs...note that those applications won't be supported through Ubuntu help channels. Please read the following before starting any of the instructions within: https://help.ubuntu.com/community/CompilingEasyHowTo

You can try clicking on any of those and the archive manager will open up and allow you to view (or extract) the contents.
From there look for any README files.
Those usually explain something about how to install.

+1 to the fact that 4 of those are in the Ubuntu repositories.
(And at least one is newer; mupen64plus is at at least 2.0 for all supported releases of Ubuntu)
dolphin-emu, mupen64plus, zsnes, visualboy(has two different programs visualboyadvanced and vbaexpress) are all installable through Ubuntu.
Never heard of rocknes or emucr-ideas, though emucr-ideas sounds like it would be a cd emulator to allow you to mount cds (or iso files as cds).
