Minimized programs won't reopen

This issue has been happening a lot lately. I minimize some programs and when click on them in the panel to restore them they dont open, but the panel and buttons show animation while I am clicking on them so it's not completely frozen. The minimized buttons also glow like there's some kind of update. It eventually starts working again but sometimes takes several minutes to get up again. I am running Ubuntu Mate 16.04.3 LTS. Any suggestions?

Does switching to the minimized program with Alt+tab work correctly?

Is this with effects on or no effects? (ie, compiz enabled)
