I have a standard Ubuntu 16.04.3 LTS desktop installation. When I do a clean boot, it will sleep after about 30 minutes of non-use and turn off the monitor as I want (I changed to this from the default of no sleeping). But it doesn't take long for the system to forget to go to sleep. I'll come into the room and see the cursor arrow on, the screen blank but on, and the system running. After I reboot, it will got back to sleeping correctly. I basically use it for mail and internet browsing.

How can I determine what is keeping the system from sleeping?
