I just installed https://www.asus.com/us/Graphics-Cards/TURBO-GTX1070-8G/ into my build. This is a brand new installation of a GPU on a system that's been running for a couple years now. I have not had any graphics cards, or PCI cards, on this machine previously.
HDMI is plugged into my monitor and in the port on the 1070 upon initial bootup. Screen comes up, BIOS is reachable. The machine then starts to go through the OK checks for bootup. There is a dashed line towards the top of the screen. the colors go GREEN GREEN WHITE BLUE and repeat themselves. There are 6 lines on the screen:

[ 0.990015] registered taskstats version 1

I tried booting up ~6 times last night to no avail and now it's magically working this morning. No changes made in between.
