is there a way to reinstall ubuntu from the command line without losing any personal file nor app nor app preferences and app associated data?

Yes, if you are an expert and never, ever make any mistakes.
In which case, you wouldn't need to reinstall the entire Operating System.

Read through the threads in this forum: Somewhere in the world, something goes horribly wrong and loses user data several times every day for some poor folk.
All installs and reinstalls risk data loss...almost always due to unwise choices made by the human. But that is little consolation if it happens to you.
Don't be one of them. Backups are cheap and easy.

Reinstalling the entire Operating System is easy: You installed it once already - just do it again.
But it cannot be done from the command line. Ubuntu does not have a "System Restore" feature. It generally does not need one.

If you explain the problem that leads you to believe that a reinstall is a worthwhile course of action, we may be able to suggest alternatives.

that is a wise reply. thanks. i think that i will stick to the re installation of the OS
