Hi currently the only option I can find is to use bit torrent to get a 32 bit version of 16.04.3 desktop for 32 bit. Does the website offer another place to download the 32 bit version of for desktop of 16.04.3?

Yea I did see this online but wasn't sure if it was legit or not because it didn't have www infront of it nor was it https but thanks for the input I'll consider installing it this way.
