I'd like to install Lubuntu on a little netbook listed below, but haven't a clue how to do this. Doesn't currently have an OS installed. Don't know what IOB means. Thanks.

Your choice of Lubuntu is a good one. Ubuntu won't run well on your netbook. I'm not sure what IOB means either but you can download a Lubuntu LiveUSB and test run it first. Lubuntu downloads are available here: http://lubuntu.me/downloads/

If you know how, it is better to download a torrent using the magnet link. Torrents are self correcting and won't stress Ubuntu's server bandwidth.

I have what appears to be an almost identical spec netbook (I think it's a re-badged MSI Wind U100) which is running Lubuntu 16.04 without a problem.

It's not the fastest in the world, but you would not expect it to be with that spec, but it is very usable for a bit of web-browsing, emailing, and watching video or listening to music (with headphones; the speakers are hopeless).

Try it with a live USB (F11 in my case to bring up the boot device menu and boot from USB) and you may find the same as I do, that is too good to throw away just because it's 7 years old.
