I use xfce power manager to manage my i3 wm (ubuntu 16.04 LTS). The configuration is set to alert when the battery is below 10% as shown at https://imgur.com/a/NgFjT. However, when I notice the battery runs below the threshold, nothing happen; for instance, no dialogue pops up. What other parameter should I configure so it will notify when the power is below the threshold?

Thanks

What notification daemon are you using? Since you mentioned xfce, is xfce4-notifyd installed and running?
