Dark GUI like in TV series

Is there a desktop environment that has something similar to what is shown in the TV series "Designated Survivor"? The show "Blindspot" has something similar, although not quite as nice.

That sort of change is usually set from whatever theme you are using.

You don't say which version of *ubuntu you're using or what DE, so it is not easy to tell you how that can be changed, but that's where to start looking.

I'm using ubuntu 16.04.3 and have the standard desktop installed

Here's one theme idea; never used it personally so can't tell you more, and I don't use Ubuntu or unity either so can not easily test it out.
