workspaces: open running app on new workspace

For example, I have terminal running on Workspace 1.
I switch to Workspace 2 and try to open terminal.
System switches me back to the terminal running in Workspace 1.

How can I configure workspaces so that I will get a new instance of terminal on Workspace 2. This is the behavior of other Ubuntu flavors I use.

Ah. I just discovered that I get the behavior I want if I select terminal from the menu. If I select from the Dock, I get a running instance.

In Unity, to open a new instance of an application middle click or shift+Leftmouse on the launcher icon.
