What I've down so far is downloaded Ubuntu 16.04 LTS, and used RUFUS on the ISO & my USB to make it bootable. But when I restart my computer to boot the installer my computer just sits there with a no signal message.

I can provide more details but I'm not sure what would help and I didn't see a guideline. I apologize if I missed a resource or something that could easily answer this. I'm very end user but I'm willing to learn.

Did you do an md5 checksum to verify the Ubuntu iso download?
Can you try booting the usb in another computer to see if it boots?
How old/new is the computer and have you ever booted a usb from it before?
Have you changed the boot priority in the BIOS to set the usb drive to first boot priority?

I think it's a hardware issue now because I can't access the BIOS setup on startup either. Thanks for your time though.
