Trying to go from 16.10 to 17.04 on multiple systems. I am not seeing the upgrade on any of them.

Prompt=normal
is set in /etc/update-manager/release-upgrades.

The problem seems to be that http://changelogs.ubuntu.com/meta-release has not been updated with the 17.04 information. Did that get overlooked during the release? It's currently not possible to upgrade until that is fixed.

Be patient, sometimes it takes a few days for the new release to show up.
