16.10 is the latest, but I would suggest 16.04. 16.04 is an LTS and will be supported until 2021. LTS stands for Long Term Support.

16.10 will only be supported until July. You would be forced to upgrade to a new version at least twice more before the next LTS version, 18.04, comes out.

Yes.

I have both. :)

But I use the 16.04LTS as it is the long term support. So I will not convert my main working install, until 18.04 comes out.
But also want to know what changes/differences are in the newer version, so I typically install them just to try.
If your hardware is not very new and you do not want to reinstall or upgrade every 6 months the LTS versions is often better.

If you have very new hardware you may need the very newest which then has a newer kernel, drivers, & support software.
But 16.04 is now .2 which has been updated, so not as old a original 16.04. Those updates are really just to kernel & support software. Most other software is still the original versions with 16.04 and will not change. That is for those who want or need stability.
