sound works; terminal bell does not

sound works. i can play video files and audio files and i hear the expected sounds. but in the terminal i get nothing when the BEL character (ASCII hex code 07) is output. i do have Terminal Bell checked in Profile Preferences. but i hear no sound from bell output such as from the command python -c 'print(chr(7))'. how can i enable the terminal bell sound?
