Could well be wrong but I'm not sure that you can at the moment : https://developer.ubuntu.com/en/publish/other-forms-of-submitting-apps/publish-commercial-app/
Choose your price
Not all software is free in the Software Centre. If you are charging for your app, you'll need to provide details of your Paypal account, a phone number and a postal address. The minimum price you can charge is $2.99. Note: for mobile apps in the Software Store Beta, payments are not yet enabled, so stay tuned for updates on when you can start charging for your app.
Might be worth asking in the IRC channel #ubuntu-touch on Freenode.

It says "for mobile apps in the Software Store Beta", does that include all apps in myapps.developer.ubuntu?

To be honest I'm not sure, that's why I gave the IRC channel in the event no one else responds here, the #ubuntu-touch channel is populated with developers plus a few canonical peeps and if they can't answer directly they'll likely put you on the right road.

Got this when i submitted a bug-report "Purchasing support for snaps is under development and should be
available in a few weeks. I apologize for the inconvenience, we are
working to have this ready soon."

Thanks for the update, that was my understanding but couldn't give you concrete information.
