I wrote to the Developer/Owner of Xournal, and apparently there is apparently an unofficial updated Personal Version here:

https://github.com/dmgerman/xournal

The Developer/Owner informed me via email that he wasn't sure how to build a Debian package for this updated Version, as his Personal Version has not been officially released.

If any of the brilliant Forum members could assist, I would like to see if the updated version will work, or at least try to make a .deb file that will override the current installed Stable Version.

I don't feel comfortable posting his Email Address as he has not given me permission. However he does have his own web site:

There is a subforum here for that purpose: https://ubuntuforums.org/forumdisplay.php?f=44
Admittedly it doesn't get much traffic, which is why I'm not moving your thread there. However the stickies may get you started. Just note that building a package for the community is much more involved than building one solely for your own use.

Thank you! I guess I will just stick with the default Xournal that is already in .deb format. I would not know how to build a Debian package strictly for personal use. Being that Xournal appears to be very popular, I thought one of the brilliant Forum Members could create a Debian package for the updated Version that everyone could benefit from.
