You might want to look at the BitTorrent's open source code. That can surely give you some leads. You also might want to check source for Azureus (nice BT client).

can you please give me a link to the open source code of the bittorent and azureus and try to explain what exactly i need to do there?
can i do that only with the source of azureus? it sounds easier to do it with azureus
thanks

It sounds to me as if you really have no clue how to even code. If I am wrong, please forgive me, but this is the initial impression you give off.
You neglected to mention which language you want to write this tracker in also...
A quick Google search for "bittorrent protocol" reveals: http://wiki.theory.org/BitTorrentSpecification
If you are really serious about this, you will do a lot of research about how BitTorrent actually works, and plan your approach accordingly.
Alternatively, you could download the source code to an open source tracker and study it to see how it works. There is plenty of information out there for what you want to do.

Python is probably the easiest.
