Cant install Lubuntu Offline-->Grub error "grup-pc" /target

I cant install Lubuntu 16.10 withou a network connection.

Without connection the install will stop with the message that "grup-pc" cant be installed on /target/.

I dont use a DHCP-Server.
Manual network setting = install works
