Desktop layout and settings forgotten on restart

Desktop layout settings keep getting reset back to default every time I restart the system.
I have attached screenshots to show which settings I am talking about.
I want to keep the settings shown on the pictures (icons on desktop + do not show desktop toolbox).
But on restart they get reset to default settings (no icons on desktop + show desktop toolbox). The background image is also reset when I restart the system.
How can I prevent this?

Do they persist if you log out and log back in?

after a couple of tries I was able to workaround the issue. apparently if you only change one setting at a time it works.
