I've downloaded icecream theme and extracted it to usr/share/theme
But its not appearing in the gnome tweak tool?

Where am I missing?

You should supply a link to the theme.
No idea what icecream theme is.

Maybe something to do with the appearance of something related to Ice-cream sandwich (Android) or

BTW, OP needs to be aware that older gtk themes may not work in *buntu 16.10.
