I believe this may have begun when I attempted to upgrade from 14.04 to 16.04.

I'm on 14.04 now. If I try to upgrade via Software Updater it fails at "Calculating the changes". At the time, I gave up for the moment. Now, still on 14.04, I wanted to install some software, and when installing dependencies, some packages fail. Here is an example:

Oh man, there's probably a lot. Is there a quick and dirty way to find it all? Or at least find the software that's preventing these specific packages from installing?

The system is, at heart, Debian. The system doesn't know nor care about 'Ubuntu' vs 'non-Ubuntu'.
Like a faithful dog, the system assumes it's master (you) are infallible, and surely won't add sources that destroy it.

Sure, whatever it is, it uses perl. You already know that.

Start uninstalling one PPA at a time until you find the culprit.
It's slow and messy...like unclogging a drain...if you don't keep track of your non-Ubuntu software.
