Update 14.04 to 16.04

Is there anyway to upgrade from 14.04 to 16.04 without loosing all my 14.04 settings plus installed programs ?. When windows do a update you just put the disk in

Yes, the upgrade will preserve your applications and settings (with the caveat that applications incompatible with 16.04 will be marked for removal). You will be informed of any packages marked for removal so will have a chance to back out.

Has the system notified you of the availability of an upgrade ?
