Themes rest after full shutdown

Hi
i have some problems with ubuntu 16.04
first of them is themeing and icones, after choosing a them it does not applied well to all system, for instent the button bar in Nautilus don't change, some times it change and some times not (I used Arc Theme latest Version). Even now the theme applied to many apps but not Nautilus or Unity

Another problem or bug is Nautilus font. Here is the font in Nautilus ( with admin user)
As you can see The font is differ than Ubuntu Regular and the theme is not applied

Now I opened Nautilus as ROOT with same setting , look what happend (Font is good...Arc Theme is applied). Even though the window bar themeing in not working :(

I change Nautilus font using Dconf Editor to Ubuntu Regular but after reboot it becomes like first pic as above

Please use thumbnails or Url's when posting images because many people have slow internet connections and loading pages with large images is very difficult for them.
