Is there any ppa or some another way to install KDE4 in (k)ubuntu 16.04?

Not that I know about. KDE4 and KDE5 are not compatible, in any case.

If you want KDE4, your best bet is to use a distribution that offers it, like Kubuntu 14.04 LTS.
