Is Synaptic package manager installed by default on Ubuntu mate version 16.04 ?
I do not see it on a USB key version that I downloaded and booted to, just wondering if it is installed during hard drive install.

No, it doesn't appear to be installed by default, however available in the repositories to manually install if you want it.

And you can confirm that by looking at http://packages.ubuntu.com/xenial/ubuntu-mate-desktop. Synaptic isn't listed.

There is also the manifest file that lists all the package contained in the image, which is a little more than the actual installed packages.
