I just updated to 16.04, and this bug is still there so it's time to report it :)
When I connect to a VPN, the WiFi icon has a padlock (correctly) but it's not the 'new' style icon, it's the 'old' (I think pre 15.04) style icon.
The 'new' style padlock icon exists on the system as it flashes for a second before the old one appears. I'm not sure if it's a problem on my installation or a general Lubuntu issue.
