No menus anymore in application windows in 15.10

I have installed 15.10, but there is no menu available at any window anymore. E.g., Terminal does not include the usually file, or Simple scan to go to preferences.

Do the menus appear in the top panel when hovering the mouse ? There is also a setting in Appearance> Behavior that displays persistent menus in the application.
