Hong Kong Ubuntu archive problem

The Hong Kong Ubuntu archive - http://hk.archive.ubuntu.com/ - is showing the Apache 2 test page instead of an ftp index.

It did that for several hours earlier today, then started working properly, now it's on the test page again.

Any way to inform whoever's responsible?
