Is there a way to prevent (unauthorized) users from changing monitor settings, such as resolution and refresh rate, or to add/reposition additional displays? I'd like to have a completely fixed and predetermined configuration for my users, but i find them eventually using gnome control panel or xrandr to change settings, add external monitors, etc. I don't think removing or setting different permissions to those applications would be a solution, i'd like a system-wide (xorg-level) setting maybe. I thought that hardcoding all the settings in the xorg.conf would be sufficient but it's not, am i missing something?

Thanks!
