On the right side of FB, does it mean what I think it means?

On the right side of FB, does it mean what I think it means?

Does it mean those online now (obviously by the green filled in circle),

but does it also mean those that don't have the green circle are the most recently on *OR* who have a smartphone on now and are accessible if I message them now?

If I remember correctly

Green Circle: They are on Facebook at the moment or at least have it open in a tab. I believe this also includes being in the mobile app and/or Messenger.

Phone: They are not on Facebook, but they have Messenger running (though not open) on their phone.

Both symbols mean that you should be able to reach them with the possibility of an immediate response. People with the green circle might not need to rely on a notification, though.
