I was trying to remove libblas and liblapack, but I removed the binary!!
Now when I try to install it again or even install any related package gives me the same error.
I tried to look this problem up but I found out that the errors are diverging..

the output of sudo apt-get install liblapack-dev

libblas-dev is already the newest version.
You might want to run 'apt-get -f install' to correct these:
The following packages have unmet dependencies:
python-pkg-resources : Depends: python_any (>= 2.7) but it is not installable
Depends: python_any (< 2.8) but it is not installable
E: Unmet dependencies. Try 'apt-get -f install' with no packages (or specify a solution).

So I tried apt-get -f install and the output is

How can I fix this up without reinstalling?

here is the output of dpkg -l 'libblas*'
