It will be available Feb 2016 as per the link you posted.

If you want to become a tester, then I suppose you can download it and install it. But that would not be for your main working install, but a second or third install or system that you use just for testing.

I just grabbed the 4.2 kernel debs directly (not the LTS enab. stack) and installed it on my 14.04 system with pretty good results. Noticed the bluetooth was not working, but fixed that with the firmware package for 4.2, and all is good. I do seem to have fewer dropouts on my wireless (rtl8723ae), and everything else runs fine. However, I don't have any special video modules to contend with.
