So I think there is some desktop theme / appearance that makes the software menu up at the top of
the screen. Like the MAC desktop appearance.
Example:

Does anyone know some way I could make my desktop look like this ?

One way you can achieve this look is by starting with Ubuntu MATE and deleting the bottom panel. It has the Gnome Menu Bar that you show. Then add the dock.

There are other solutions that I have not used myself. Others here will probably suggest them.

Yep, either mate or gnome-session-flashback for the top panel.
The launcher is called docky.

An alternative to docky is cairo-dock.
cairo-dock is more malleable, imo.
And will also include a login session, which docky doesn't do.

But both very similar.

all are available in the software center.
listed as
mate-desktop for the mate ddesktop
gnome-session-flashback for the gnome flashback sessions
docky for the dock
and cairo-dock for the cairo-dock

Play around, and have fun with it.

How would I get Ubuntu MATE? I was in the Software Center and installed it, and now I don't know how to actually run it.
I searched it up and I got nothing. Suggestions?

mate-desktop for the mate desktop
I searched it up in the Software Center and just got About Mate.
Is that what I'm supposed to install?

I was referring to the Ubuntu MATE distribution, which is one of the official Ubuntu 'flavors' like Xubuntu, Lubuntu, and the others. It means you need to do a new install. If you are still interested, you can download the .iso file for the non-official 14.04 LTS release here (supported into 2019):

or the official 15.04 release here (supported to Jan 2016)

http://cdimage.ubuntu.com/ubuntu-mate/releases/15.04/release/
