Basically what the title says, is there any way that you know of to install Linux onto a chromebook without having to go into developer mode. Thanks for the help!

Nope. Not that I know. After you get it installed, there are BIOS settings to make it boot into the OS without requiring the ctl-L - is that good enough? I think the steps different from chromebook to chromebook model.
