Hi and welcome.

It has nothing to do with your internet connection so don't worry :p
What just happened is exactly what is supposed to happen when using an EoL release: Unsupported and servers' contents pertaining to that release where moved to archive.

Please install a supported release, either 14.04 LTS (Long Term Support, until 2019) or the current 15.04 (later you'll have to update to 15.10 and then to 16.04 LTS - release date April 2016 -).

ubuntu 13.04 has reached its end of life support last year, for this reason you don't find the repos to upgrade.

I recommend you to install a supported release: see attached window

Take a look at the table in post #3

In a nutshell: Do NOT install old versions. Each LTS release is supported for 5 years and all the other (interim) releases are supported for only 9 months.
13.04 is long gone and so is 13.10.

You should download the ISO of the currently supported releases from Ubuntu.com, burn it to a DVD or USB and install just like you did.

Go here. Download 14.04 LTS Desktop. Create bootable install media with it (burn disk image) then boot from it and install.

Back up any data you do not want to lose before installing. As I said when you PMed me (please don't), and has be repeated numerously here, stay away from 13.**. The funeral service was over a year ago, so now time to say your final goodbyes to 13.** and move on. :)
