Hi ellie3 and welcome.

Not sure what OS you are using so here is a few options to create the bootable USB.

You never posted the specs of the computer you wanted to install ubuntu to.

Which flavour and version is also a big help.

here (http://www.ubuntu.com/download/desktop/create-a-usb-stick-on-windows) and here (http://www.ubuntu.com/download/desktop/create-a-usb-stick-on-ubuntu)

I'm an other person as you can see, I have the same probem, I had downloades ubuntu 14 or 15 svral times, I had extracted the files, I had burnd a dvd and also copy to a USB (like the scond here you writed), restarted PC and doesn't works.

Post moved to its own thread. Please start your own threads - it is confusing to help more than one person at a time in a single thread particularly when they have, as is likely the case here, different underlying problems.

I had extracted the files

You should not extract the files from the ISO. There are applications for writing an ISO to DVD or USB in order to create a bootable medium. Please outline the steps you have taken, and then someone will be able to put you on the right track.
