The safest way is to do a fresh install of an LTS version like 14.04 - save your data on removable media and plan on doing a fresh configuration of the newly installed system.

Unfortunately, there is no "roll-back" feature of Ubuntu that will allow you to go back to a previous version; as indicated, you have to do a clean install of whichever older version you want.
