Windows difficult to grab on title bar to move, or on edges to resize

Are windows supposed to be this annoying in GNOME3? About half the time when I go to grab a window by the title bar, it doesn't do anything, my cursor just moves across the desktop by itself, with no window. By the second or third attempt, it works. Why does this even happen? I notice it on Unity and GNOME3 Debian as well. Is there some setting somewhere that can fix this? It's very frustrating.

Windows are also exceedingly difficult to grab on edges and resize. I never had any problem with this until now.

it should work; but if not, right-click on the title bar and choose 'move'
resizing can be made via dconf (dconf-editor needs to be installed), as well everything else.
