i can not upgrade nor update

i have asked for help in this matter of the fact that i can not update and or upgrade i computer at all i am still able 11.04 I CAN NOT UPDATE AND OR UPGRADE computer at all why is this happening???also i do not know how to move downloads from the Documents folder in and under the "Places" folder it is NOT that hard to understand what i am asking help for and with...i need to know if there is any kind of store that i can take my computer to get it fixed in tampa,fl. if so where can i take my computer to get fixed all and any help would be great

Ubuntu 11.04 has long since passed it's end of life which is giving you the problems in updating/upgrading. You should consider upgrading to a currently supported version such as 14.04 which is supported till April 2019.

Yes...backup the files you want to keep and do a clean install of 14.04.
