Two questions:

1) Is there a way to increase the width of a scrollbar in Ubuntu?
2) Is there a way to change the color of the scrollbar thumb in Ubuntu?

The color of the scrollbar blends in too much with the window it is attached to. I would like to change the color, to say an aqua blue to make it more noticeable.

The width is also too small on my screens. I have three monitors at 1920 pixel width screen resolution. It can be difficult to select the scrollbar thumb to scroll. I want to increase the size by at least 50% of what they currently are.

Looks like you either have to edit the css or gtkrc file.

You would think that dconf-editor would have something, but not finding anything.

Assuming this is a theme property, can you look for another theme?

I don't like nor use unity, so I'm not sure what the theme situation is for that desktop, but I presume it must be some available choices that might help you.
