problem with libmspub-0.0-0 package

Hello
i was trying to upgrade from 13.10 to 14.04. At the begining of the package
installation process my pc shuts down. Now, the upgrade is not working.
I am getting an error "The package libmspub-0.0-0 needs to be reinstalled, but I can't find an archive for it".

In Everything, i am trying to install is giving me the same error and the Ubuntu Software Center
is not oppening.
Can anyone knowns how to help me.

Just for the record,
it seems that while some packages were already installed, but not ubuntu 14.04.
So, some packages were unconstistend with 13.10 and not working including update
manager. I try to upgrade from a live cd to 14.04 . Neither that help, the upgrade process
was stacked. Unfortunately after a day and a half i format my pc and installed ubuntu 14.10 (by the way was worthed)
